An Audience is the one GA4 object that turns analysis into a working remarketing list - and the one most often confused with the Segment that looks almost identical in the UI.
In short
A GA4 Audience is a continuously evaluated membership list built from conditions, sequences, or predictive logic; once a user matches, they're added and can be pushed to Google Ads for remarketing. It is not the same object as a Segment, which only reshapes how an Exploration displays historical data and never builds a list. Most "audience too small" problems trace to membership duration or evaluation timing, not the targeting logic itself.
What an Audience Actually Is
An Audience is a rule set - simple conditions ("purchased in the last 30 days"), ordered sequences ("viewed product, then added to cart, then did not purchase"), or a Google-provided predictive definition ("likely to churn") - that GA4 evaluates continuously against incoming traffic. Anyone who matches is added as a member; anyone whose membership duration expires without re-matching drops off.
That continuous evaluation is the key difference from a Segment: a Segment is applied inside an Exploration to re-slice data you already have, and stops existing the moment you leave that Exploration. An Audience keeps building a real list, going forward, whether or not anyone is looking at a report.

Building One, and the Mistakes That Shrink It
- Admin > Audiences > New Audience - start from a template (e.g. "Purchasers," "Cart abandoners") or build from scratch with Audience Builder.
- Set conditions: simple ("event = purchase") or a sequence with time constraints between steps.
- Set membership duration (1-540 days) - this is how long someone stays a member after last matching, not how long the audience has existed.
- Decide evaluation cadence implicitly through your conditions - real-time-eligible conditions update within minutes; others batch on GA4's standard processing schedule.
- Publish and check membership count over the following days before assuming the logic is wrong.
The single most common cause of a smaller-than-expected audience isn't the targeting logic - it's a membership duration set too short for the sales cycle, so members expire before the event you actually want to act on (a follow-up purchase, a renewal) has time to occur.
